These are green or red indicators show which subscriptions and participation levels are currently active or inactive.
They're also a useful visual reminder that, in addition to the annual Ministerial Renewal, your Initiate or Minister status depends on having an active Primary subscription. If your Primary Discourse or SAT subscription expires, they will turn red right along with it.
If you notice you don't have access to Minister- or Initiate-only material on That Which Is, or can't join an online Ministers' meeting, checking these indicators is a good first step. An expired Primary subscription is often the reason.
